The ICC has no police force and require member nations to enforce its warrants. However, member nations have been reluctant to enforce ICC warrants especially on national leaders or top government officials due to potential diplomatic issues and escalation in conflict.

It is one thing to issue the warrant. It is another thing entirely to actually arrest him, bring him to trial, convict him and punish him. The life expectancy of the person trying to serve the warrant is probably less than one minute.

Russia and the US both withdrew from the Rome Statute, which is the jurisdiction of the ICC. But Ukraine has recognized the ICC and allowed it to operate within its borders since 2013. Nearly all of Europe is part of the Rome Statute, aside from Belarus. So Putin would risk arrest if he tried to go to places like France, Germany, Japan, Brazil, UK, places he's had diplomatic visits multiple times in the past decade.

It's decades late but for a world leader to have an arrest warrant... this is huge and in reality makes it impossible for him to leave Russia other than maybe China, Belarus nd a few other places as I don't see the ICC sending a team into a hostile nation to make the arrest

They realistically can't arrest him. It's up to the State Party (Russia) to execute the arrest, which is problematic as they are not a signatory party to the relevant Rome Statute of the ICC. Absent that, the arrest warrant can then be referred to the ICC's Assembly of States Parties which can compel (in various ways) member states that are party to the Rome Statute of the ICC to execute the warrant in their own jurisdictions, like if Putin traveled to say, France. There's still no guarantee that a State Party would do that (Re: 2009 ICC Bashir/Sudan case). The ICC can refer the matter to the UN's ICJ arm, which can through its own charter, investigate and/or try to compel UN members to execute the warrant against the defendant state (Russia). If the ICJ finds the defendant state is violating its obligations and won't submit to the action of the ICJ, the matter can be brought before the UN Security Council, which Russia will most certainly veto any matter against it (even though a permanent member is not supposed to be voting on a matter against it (Re: 2022 Ukraine UN security resolution).

"NATO's expansion forced this war from Russia's hand." is an argument you hear sometimes. But here's the thing: Russia could've chosen to instead increase local cooperation and increased friendliness with the Baltics, with Poland, with Ukraine, with Georgia. But it didn't, because the idea of a mutual, multilateral cooperation instead of simply Russia returning to its historical position as regional top dog telling its satellites what to do was antithetical to Putin's power base.

He would possibly be arrested if he went to any country within the ICC. This is major for cases and trials in the future, records, as well diplomatic travels.

So how's this gonna go? Interpol: "Okay Mr. Putin, you're under arrest. Get in the patty wagon." Putin: "Well darn, ok 👍"

It is true that neither Russia nor the US are among the ICC's signatories, so this warrant is strictly symbolic. It would be interesting to see what would happen if Putin ever traveled outside of Russia and the host nation tried to have him arrested.
